Your measurement is at the higher end of a size but also overlaps with the next size.
In this scenario we recommend the bigger size so they longer, noting they will be a little big to start with.

Narrow Feet: Size down.
Normal Feet: Smaller size for better fit, larger size to last longer but may be a trip hazard.
Wide or High Volume Feet: Size up
